Card Terms and Conditions

The following disclosures set forth your and our rights and responsibilities concerning your Navy Federal/NMCRS Prepaid Card. These Terms and Conditions are governed by Virginia law. In this Agreement, the words “you” and “your” mean the person who has received the Navy Federal/NMCRS Prepaid Card. The words “we”, “us” and “our” mean Navy Federal Credit Union. The Card is not an account, does not earn dividends, is not reloadable and is not federally insured by the National Credit Union Administration.

Agreement and Amendments

We agree to maintain the Card for you and to perform according to this Agreement. By signing, activating or using the Card or by permitting anyone else to use the Card, you agree to the provisions of this Agreement, which is subject to amendment, and further agree that this Agreement is binding on your successors, representatives and assigns. The Card is our property, and we reserve the right to cancel or revoke its use at any time without prior notice, subject to applicable law.

Using Your Card

Navy Federal/NMCRS Prepaid Cards can be used in the United States and on United States military bases. U.S. territories are excluded. You may use your Card as often as you like to obtain goods and services up to the value of the Card. Each time you use your Card, we will deduct the amount of the transaction from the remaining value associated with the Card. The Card is not reloadable and cannot be used after its value reaches zero. If you use your Card for more than its available value, you agree to pay the difference upon demand. We recommend checking the balance of your Card before using it. In order to make purchases online or over the phone, the Card must first be registered with your name, address and phone number. You may register your Card and select a four-digit Personal Identification Number (“PIN”) by signing in to our NMCRS Card page. When purchasing gas, we recommend going inside the gas station and using your Card to pay the exact amount prior to pumping the gas. If you use your Card at the automated pump and have a balance greater than $50, some merchants will put a HOLD of $50 on your Card even if you pump less than $50. If you have a balance of less than $50, some merchants may hold your entire remaining available balance or decline your transaction. Funds placed on hold will be unavailable for up to three days. You can avoid a HOLD being placed on your Card by going inside and using your Card to pay the exact amount prior to pumping the gas. Navy Federal will authorize transactions on available balances except under certain circumstances, such as if the Card is canceled or you attempt to use the Card in the following ways:

  • For gambling or any unlawful activity
  • To purchase pornography
  • For alcohol purchases
  • To make regular, pre-authorized payments to third parties
  • For purchases outside of the United States

You cannot place a "stop payment" on any Card transaction after it has been completed.

Card Expiration

Your Card is valid through the expiration ("Good Thru") date shown on the Card or until the entire prepaid value associated with the Card has been depleted, whichever comes first. Any transaction attempted after the expiration date or after the Card balance becomes zero will be declined. You have until the first day of the second month after disbursement to use all the funds available on the Card. On the first day of the second month after disbursement, the Card and any remaining funds will be terminated and the Card will be canceled. All transactions will be denied after that date.

Example: Cards disbursed in January will be closed on March 1st. Cards disbursed in February will be closed on April 1st.

Severability

In the event that one or more provisions of this Agreement shall for any reason be held invalid or illegal, such holding will not affect the enforceability of any other provision.

Charges and Fees

Navy Federal/NMCRS Visa Prepaid Cards may not be used outside of the United States. Transactions made in foreign countries or foreign currencies will post in U.S. dollars. The currency conversion rate used to determine the transaction amount in U.S. dollars is either a government-mandated rate or the wholesale rate in effect increased by 1%.

All fees will be debited from the remaining Card balance.

Unauthorized PIN and Signature Purchase Transactions

Contacting us at 1-866-906-4168 is the best way of keeping your possible losses to a minimum. You may also write us at the following address: Visa Debit Processing Service, P.O. If you tell us within two (2) business days after you discover the loss or theft of your Card, you will not be liable for any losses resulting from the use of your Card without your permission. If you do not tell us within two (2) business days after learning of the loss or theft, you may be liable if someone used your Card without your permission.

Cardholder Service

Error Resolution Procedures

If you use your Card to purchase merchandise or services and a dispute arises, you agree to make a good faith attempt to resolve the dispute with the merchant. If your attempts at contacting the merchant are unsuccessful, please contact us at 1-866-906-4168 or write to us at: Visa Debit Processing Service, P.O. Box 026098, Miami, FL 33103. We MUST hear from you no later than sixty (60) days after we send the FIRST statement on which the problem or error appeared. If you choose to notify us via telephone about any errors or questions, we will also require you to submit your concerns in writing. You must provide the following information: your name and Card number, a description of the error or the transaction you are unsure about and a clear explanation of why you believe it is an error or why you need more information, the dollar amount of the suspected error, and the date, time and location of the suspected error. We will determine whether an error occurred within ten (10) business days after we hear from you and will correct any error promptly. If we need more time, we will re-credit the Card within ten (10) business days for the amount you think is in error. We will tell you the results within ten (10) business days after completing our investigation. If we decide that there was no error, we will send you a written explanation. Disclosure of Information to Third Parties

We may disclose information to third parties about your Card or the transactions that you make: where it is necessary for completing the transaction; to verify the existence and condition of your Card for a third party; to comply with government agency or court orders; if you give us your consent; or as otherwise required by law.

Automatic Teller Machine (ATM) Usage

There is no fee for using your Card at a Navy Federal, CO-OP Network®, Walgreens (in California) or CashPoints® ATM. If you use your Card at other ATMs, including those displaying the Visa/PLUS® logos, the terminal owner may charge additional fees and “surcharges” for ATM transactions. You agree to accept responsibility for safeguarding the Card and/or protecting the integrity of your PIN in order to prevent unauthorized transactions. You also agree that Navy Federal may invalidate your Card or PIN if unauthorized transactions occur as the apparent result of your negligence in safeguarding the Card or PIN. Granting use of the Card to another person will make you financially liable for loss or misuse of the Card until reported. Notify us at once if you believe your Card or PIN has been lost, stolen or used (or may be used) without your authority.

Unauthorized Use of Your PIN at an ATM

If you notify us within two (2) business days of the loss, theft, unauthorized use or potential unauthorized use, you can lose no more than $50 if someone uses your Card and PIN at an ATM without your permission. If you do not tell us within two (2) business days, but we can prove we could have stopped someone from using your Card and PIN at an ATM without your permission if you had told us, you could lose the entire balance on the Card. If your online statement shows any unauthorized ATM transaction(s), advise us at once. If you do not tell us within sixty (60) days after viewing the statement, you may not get back any money you lost after the sixty (60) days, provided we can prove that we could have stopped someone from taking the money if you had told us in time. If a good reason (such as a long trip or a hospital stay) kept you from telling us, we may extend the time periods. We will provisionally credit your account for the unauthorized transactions within ten (10) business days.
