Both your debit card and CUCARD can be used at all Visa/PLUS® System ATMs. Navy Federal and CO-OP Network® ATMs can be found on some U.S. military bases overseas. Please note: CUCARD POS transactions overseas via the Interlink® network are limited to commissaries, AAFES, Navy Exchanges and USPS locations on U.S. military bases only.

If a merchant refuses to accept your card, stating that it's not "chip and pin," please call Visa USA customer assistance at 1-800-847-2911. You can also send an eMessage through Online Banking with detailed information (merchant name, address and date of transaction). We'll then submit a formal complaint to Visa on your behalf.
Your Navy Federal Debit Card can be used for "manual cash" inside any bank that accepts Visa. "Manual cash" is handled similarly to a credit card cash advance in that your signature will be required.
Some overseas ATMs may only give you the option to get cash from your checking account, not both checking and savings.
Please note that it can take from 12 to 17 business days for Navy Federal correspondence to reach APO, FPO and other overseas addresses.

For lost and stolen cards, contact us immediately either by mail, eMessage via Online Banking?, or by calling 1-888-842-6328, toll-free internationally at 800-0-842-6328, or collect internationally at 1-703-255-8837. Per your request, we'll cancel your card and issue a new one.
Delivery times will vary based on customs and the country's post office procedures. Please note that it can take from 12 to 17 business days for regular mail to reach APO, FPO and other overseas addresses. If you choose to have your card and PIN shipped via FedEx/UPS, your account will be charged $17.45. For security purposes, if no one is available to sign for the package, it won't be delivered.
Any time you use your Navy Federal Debit Card or CUCARD overseas, you'll be charged an International Service Assessment (ISA) fee. This is a Visa-mandated fee for ATM and POS transactions performed outside the U.S. When the merchant runs the transaction in the local currency (or if you withdraw money in local currency at an ATM), the transaction will post to your account in U.S. dollars and you'll be charged a 1% ISA fee. If the transaction is in U.S. dollars, you'll be charged at 0.8% of the transaction amount.
Note: These fees will be listed separately on your account statement as "International Transaction Fees."
Transactions made overseas or in foreign currencies will be charged to your checking account in U.S. dollars and will appear on your monthly statement. The currency conversion rate used on the processing day may differ from the purchase date or posting date rate. Navy Federal has no control over the rate of exchange or how an international transaction will post. We suggest visiting xe.com to get a general idea of currency exchange rates before you travel.
You'll be charged a service fee of $1.00 for all transactions made at Visa/PLUS System ATMs.
If you find yourself using out-of-network ATMs, we offer ATM fee rebates for Visa/PLUS System transactions of up to $10.00 per statement period with our e-Checking, Flagship Checking, and Campus Checking accounts. And, if you're Active Duty military, you can receive up to $20.00 in ATM fee rebates per statement period with our Active Duty Checking® account.
